Rachelle Lynne-Davies, P.Eng.

Biography

Rachelle Lynne-Davies leads Compass Energy Consulting’s day-to-day operations and consulting activities as Director of Consulting and Operations. Since joining the renewable energy industry in 2013, she has supported project developers and owners across North America in navigating complex regulatory compliance and procurement processes.

Rachelle currently leads Compass’ ITC labour compliance advisory services, supporting 500 MW of projects across Canada under the Clean Economy Investment Tax Credit framework. Her work focuses on establishing and managing compliance processes, organizing labour documentation, and helping project teams maintain alignment with evolving ITC requirements.

In addition to her compliance expertise, Rachelle has extensive experience supporting utility-scale renewable energy procurements. She has been directly involved in over 9.1 GW of renewable energy bid submissions across Canada and the Northeastern United States, including Ontario, British Columbia, New York, and New England. Her work includes managing bid content, coordinating subject matter experts, and supporting developers in navigating complex procurement evaluation frameworks.

Rachelle has also served as a lead consultant supporting Domestic Content compliance auditing for several renewable energy portfolios in Ontario.

Rachelle is a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO). She holds a Bachelor of Applied Science in Chemical Engineering from the University of Toronto, with a minor in Sustainable Energy.
