Recap: 2024 Call for Power

Before diving into the 2025 process, let’s review the success of the 2024 Call for Power:

  • 10 Electricity Purchase Agreements (EPAs) signed, including 9 wind farms and 1 solar project.
  • The selected projects are expected to generate around 4,830 GWh annually, enough to power 500,000 homes.
  • Indigenous participation was significant, with 8 out of 10 projects having majority (51%) Indigenous ownership, representing an estimated $2.5 to $3 billion in equity investment from First Nations. All projects were required to have a minimum 25% Indigenous ownership.
  • The projects averaged $74/MWh, 45% more cost-efficient than BC Hydro’s 2010 procurement round.
  • The development is expected to attract $5 to $6 billion in private capital and create 2,000 jobs during the construction phase.

This success laid the groundwork for an even more ambitious 2025 Call — and signaled a clear shift toward clean, community-led development.

2025 Call for Power: Scaling Up Clean Energy

Building on the success of 2024, the 2025 Call for Power is designed to acquire up to 5,000 GWh per year of clean, renewable electricity, enough to power approximately 500,000 homes.

  • Targeted Energy Acquisition: With a goal of 5,000 GWh per year, BC Hydro continues to focus on increasing renewable energy sources to support B.C.’s growing population and expanding industries.
  • Independent Processes: Interested parties should note that participation in the 2025 Call for Power does not exclude participation in the 2025 Request for Expressions of Interest (RFEOI) for Capacity, as these two processes are independent of each other.
  • Information Sessions: BC Hydro will hold information sessions in late May to early June 2025, giving proponents the opportunity to learn more about the RFP process and requirements.
  • First Nations Engagement: As with the 2024 process, First Nations engagement and economic reconciliation are top priorities for the 2025 Call for Power. Projects will be encouraged to include Indigenous ownership, and BC Hydro invites First Nations rights holders to reach out with any questions or input.

Electricity Purchase Agreements (EPAs) are expected to be awarded in early 2026. This is a major opportunity for developers to align early, refine their strategy, and position their projects for success.


Clean Power Action Plan: Long-Term Vision

The 2025 Call is just one part of B.C.’s broader energy transformation. The newly released Clean Power Action Plan outlines an ambitious, multi-decade strategy to build a clean, reliable, and affordable grid.

Key Highlights:

  • Major Renewable Expansion: More wind, solar, and battery projects through BC Hydro calls, with strong First Nations partnerships.
  • $36B Capital Plan: A 10-year investment to modernize infrastructure, create 10,000+ jobs, and connect remote/high-growth regions.
  • Clean Tech Investment: Includes $700 million for energy efficiency and $12 million for startups via the Innovative Clean Energy Fund.
  • Equity & Affordability: B.C. retains one of North America’s lowest electricity rates, adds flat-rate billing, and enhances support for off-grid communities.
  • Faster Connections: Streamlined policies reduce connection costs and approval delays for new housing and industrial projects.
